    I think that all owners should carry a licence, similar to a driving licence, to prove that they are capable of owning a dog responsibly! It should be the owner and not the dog ghat is licenced though!

    Yes I do think they should be licensed, just like they had to be years ago. I dont know why they stopped it.

    I suppose policing it is the issue! We hardly ever see a dog warden round by us, so I don't know who would be responsible for making sure it is enforced?

    I think yes but then the people who aren't good dog owners wouldn't get one anyway so what's the point?! It's always the responsible owner that's penalised...

    Also, what would happen if someone was caught without a licence? Would the dog be taken away? What would happen to the dog then? Irresponsible owners would only see the dog as disposable anyway and wouldn't care what happened to it!! Don't know really, it is a ifs and buts!!!
