But on a serious note, usually between 2&3 years old. They always have the playful side throughout but by that age they have an understanding. They show a wise side between 7 onward.

Chevy Matured fully by 4 yrs old, and funny enough Kodi has just matured over the last couple of month and she has not long turned 4 too,
But in general the shepherd dose mature anything between 3 to 4 yrs old, and yes they are wise by the age of 7
